Bad or maybe someone left it loose and the coolant evaporated. Leaky hose or connection, Goose neck, Water pump Gasket, or even bad water pump, you know, seals?

Fill with coolant, run a little bit, too operating temp, to build up pressure. Look for leaks. Is oil foamy, or look like water in it?

Look in the radiator neck with a flashlight, do you see oil droplets in the coolant. Is there any color smoke coming out the exhaust, if so what color?
